This is fantastic Step, thank you! There are actually 14 pages that will always be there, so if they don't add any optional sections or upload a section the two end filler pages will be added....

Where are you seeing the varying bleed settings? Based on a pdf I knew worked I had only defined the media and crop boxes, and they come out to 11.25 x 6.25 and 11 x 6 respectively whether I preview...
